得到Albert協助,今天聯絡上漁農處,證實他們會在西南位山上二樓位種樹。我和處方的李先生通電話時,他還以為在山的上方種樹不會影響我們的滑翔機活動。我向他解釋他們現在計劃種樹的地方,正是大滑翔機的降落位置。 但計劃已出,很難修改。
我向他說明我們亦是環保人仕,深明植樹之重要。但他們這次行動實在是選址錯誤。李先生說會和上司商量才答覆我,但不能保證一定可以改。
為要漁農處知道在該處植樹對我們的影響,我希望大家幫幫忙,主動向處方了解該項工程。多市民查詢,處方自然會認真處理。

Hi Ken,

I cannot find the related information form the web site of the "Agriculture, Fisheries and Conservation Department". Does the government release the plan to the public? I think we need the source of the tree planting plan before we can write to the government.

While searching the web, it seems that the hiking friends do not like it too. I think we can spread this message and have more people to express their opinion on the tree planting.

We've already lost the CWB 2nd floor and FNS southerly site. I am afraid, sooner or later, slope soaring will be extincted in Hong Kong just because of our stupid government.

When I talked with them yesterday, they told me whenever they found a place suitable, they will start to plant the trees, they do not need to consult any other groups.

This is surely not correct, the RC pilots use the place in past 30 years, flying gliders has become the main leisure live of a lot of the citizen. They cannot ignore the groups.

A lot of photographers also took pictures of the HK views at the top area, the tree will also block the view if the project were not stopped. If there are any pilots know the photographer groups, they should be informed also.

I repeat, everything should be done before the small tree planted. Once we saw the trees on the place, there will be nothing we can do.

It is a pity that AFCD never consults any party before planting the tree! :twisted: We have already lost the south-facing slope in Jat's Incline due to the man-made forest there! They have also planted trees in the mountain top near Jat's Incline a year ago and tree is growing up fast to be hazardous to our gliders during landing. We should stop them to do further damage to the upper Fei Ngo Shan near the east-facing slope.
Ken, can you post the telephone number or email address of the guy in AFCD so that we can send massive numbers of objection calls/letters to him to raise our concern of tree-planting in the areas?

The web information give me the phone number: 2708 8885, but it diverts to the government hot line 1823, the operator has checked and told me the area is handled by Ma On Shan Country Park, he gives me a phone number 2640 2310, but nobody answer my call today.

We need to appoach them in different channels to avoid anybody try to keep the issue in low profile to make the project proceed continue.
我們要用不同的渠道與漁護處聯絡,令事件通天,以免被人把事件低調處理,讓工程繼續。

Mr. Lee told me the tree planting will be done every year, he will find another remote area in next year. But it is difficult to change in their this year plan. If we do not stop them immed, we cannot fly there again next year.
李先生告訴我他們每年都會有植樹計劃,他說明年他們會將新植樹區移遠一點。但今年的計劃很難改。 假如我們不立即阻止他們,大家明年便不能再在該處飛滑翔機了。

I will continue to deal with them on behalf of HKRCSS, but I need more noise from other citizens as the support, this can give them more pressure to make project adjustment.
我會繼續以滑翔機會名義與他們商討,但我需要多一些由市民來的嘈音,這樣才可以有更大的壓力,迫使他們改變計劃。

我已經嘗試聯絡漁農處,但是電話被轉駁到1823政府熱線的職員接聽,他說留低資料後會找漁農處人員跟進!
夏天放大機及遠離人群的地方已實在太少了,連經常去的飛鵝山二樓西南位也被植樹,抹煞、實在太可惜!希望亞Kin能夠抽空聯絡區議會議員出面阻止,好讓喜歡放大機的朋友還餘下一少點的空間!那便功德無量!有勞幫忙!

剛與李先生通過電話,他已和上級商討過,會將植樹位修改少許,盡量將植樹位置向天文台方向移。 但已種下的樹苗不會拔出。
大家若有時間到飛鵝山,請幫手留意新的植樹位,新位置若有影響我們的飛行,請即通知我。

Albert,

The place that we are talking are not showed in you picture. It is the DS site at East wind, and the upper floor of South-West wind site.
I went to the place this afternoon, only the grass has been cut, no new trees planted yet. I will send a letter to them to make sure the project is not continue at the existing area. Hope they will keep their promise to move the planting area, make it further away from our flying site.

Can we offer to plant trees elsewhere in remedy, or to move those trees planted by them? Maybe talk to HAB too?

The project manager agreed to look for another place to plant the trees. When they know our concern, they adjusted their plan immed. since everything is just a verbal agreement and they have not reply my e-mail yet. I have no other choices but believe them, hope they will keep their promise to stop planting trees at the exist site.

This time we are lucky as we called them fast enough. Once they plant the trees, nobody can move the trees anymore. If they really stopped the project in that area, our problem solved. But if they do not keep their promise, I will raise our complain immed.

Thanks to those pilots who has called and complained. On Thursday morning when I called them again, the staffs in the office indicated they received a lot of similar concern about the project. Today the project manager told me they have decided to call off the planned area, they will plant the trees in another place, in fact, he told me the department do not want to see the trees affected us. I hope this is true.

Thanks to those pilots who triggered the issue. The Fei Ngo Shan road is blocked at the moment, if we do not call them this week. I think we will see a lot little trees stand on the slope to welcome us when we go there again few days later after the road re-opened. We are quite lucky this time, but we still need to keep an eye on the place. I plan to send a letter to the commissioner to inform them the venue of our flying activity. I do not know whether they care on us or not, at least they were informed. If they really care on citizen, they should keep these place in their records. However, I am quite busy at the moment, I cannot do everything on my own, if there are anyone who want to give me a help, please let me know. Thanks

今早滑翔機會的委員與漁護處職員在飛鵝山觀景台開了一個簡單會議。會議中我向他們簡略地說明我們滑翔機的飛行地理環境,他們亦與我們說出為何需要種樹。會議氣氛良好。他們亦已答應不會在我們的西南位之二樓植樹(已剪草之位置)。原來,他們打算將植樹位置修改到我們現在大家飛西南風位的山下方,計劃當場把我和 CM 嚇了一跳。經大家商討後,他們已同意將植樹位向天文台之方向移。 即是說現在我們的飛行場,全部都不會有響。 各機友若見到有任何不對勁的工程,請立即通知我。

為免同樣的事情再次發生,我們正草議一份滑翔飛機的飛行場地地圖給漁護處郊野公園組作參考。 大家不要以為漁護處很清楚我們的飛行地點,據我從今天的會議中所知,他們只知道我們在飛鵝山只有現在東位的一個飛行場。另一個場地便是在馬鞍山。 我們只能將會方數個人已知道的場地畫出來給漁護處參考,大家若有其它較為少人知道的場地亦希望政府留案,請盡快通知我或 Stanley.

I will prepare some maps for the Robin Nest's flying site and other current flying sites which will then be passed to AFCD for reference.

I do not worry about the Shek O site and it already has dense vegetation in the front site of the slope, so AFCD would not be that stupid to clear down all the bushes and plant a differnt kind of trees there. I don't think they dare to touch anything in the paraglider launching area also! :twisted:

Here are some points that we got from AFCD during our meeting:
1) They will not plane trees at our Ma On Shan flying site, because the slope is too steep.
2) Glass cannot stop fire, but the tree that they plant can.
3) The tree planting season in HK is very short, if they cannot plant the trees in these few weeks, they need to wait until next year.
4) They will put sight seeing as an important factor, so the tree will not close to road.
5) place with strong wind will not be a good planting location.
6) It is illegal to fly power planes at Fei Ngo Shan. But Non-power planes are no problem.
7) They remind us to keep the area clean.
