Clear water bay is the most easily accessible site with public transportation. Both Clear water bay and Fei Ngo Shan can be reached by taxi, but be reminded that some taxi drivers don't like to go to Fei Ngo Shan or other rural sites!
Clear Water Bay (East) and Fei Ngo Shan (East/South/Southwest) are the most popular. You can see most of the slope flyers there. There are other hard-to-reach sites (need to walk) used by the F3F competitions or the big scale lovers. If you don't mind walking, Ma On Shan and Shek O are excellent choices.
You do not need insurance to fly in Hong Kong.
