A proposition of the revision of Section 2.2, Hong Kong F3F League Rules and Contest Arrangements (Provisional, revised 2010)


Original:

2.2 Participation in international F3F contests

The league winners for the current year will automatically qualify for representing Hong Kong to compete next year in Viking Race, Typhoon Race, or any future world FAI F3F event. However, the qualification is only valid for joining one international contest. If more than one international contest are available, the pilots next on the line will have the priority to choose to go. In case if a qualified pilot relinquishes his right, the pilot next on the line will be qualified. The qualified pilots must confirm whether they will join the international contest two months in advance so that pilots next on the line can prepare to take up their positions. All qualified pilots must be local pilots who permanently live in Hong Kong.


Revision:

2.2 Participation in international F3F contests

League results will be used to qualify pilots who can represent Hong Kong for International F3F contests. International F3F contests refer to those that have limitation on the number of participants of each country. This includes Typhoon race and the FAI F3F world championship. For each international F3F contest, the 6 successfully held F3F league races before the contest registration deadline (*1) will be used for the qualification. For each pilot, the best 5 races out of the 6 will be used as the personal result. Pilots have the highest score will be qualified for the international contest. In case if a qualified pilot relinquishes his right, the pilot next on the line will be qualified.

The qualification of each international F3F competition is independent to each other. This means a pilot qualified for one international contest will not automatically disqualify him from another international contest. The exception is that if the qualification races of the contests have more than half are overlapped, each qualified pilots can only take part in one of international contest.

All qualified pilots must be local pilots who holds a Hong Kong ID card.

(*1) Actual cut off day will usually be 1 or 2 months before the contest deadline to account for the necessary working time. This will be announced for each international contest as soon as possible.

CM,

A minor point. How to determine a pilot is permanently living in Hong Kong ?

For example, Ah Sang from Taiwan, he was born in HK and has a HK ID card. If he flies over to join our match each month, would he be regarded as qualified ?

On the other hand, Marcus comes to HK from euro for work with a two years contract, if he join us every month and win, would he be qualified ?

CM,

I understood that you said '3 stars'.

You are not totally understood the meaning of '3 stars'.

A person born in HK would automatically have the right of abode and become a permanent resident. However, a person not born in HK but came to HK (say, from the Mainland), and have lived for 7 years, he would only have 2 stars in his ID card. If he mainly lives in HK (travelling should not count), I see no point to deprive him to represent HK in F3F race.

I know you are so familiar to those legal stuff. Why not join the committe meeting and help us to make all the things smooth? We mortals are not that brilliant. :lol:

btw, the statament you are concerning is from the original revision. I suppose we all know what it means, though it is not that legally precise. Can you help us to modify it?

Hey CM,

I am quite busy recently for the prepartion of my examination. I am unable to join the meeting. That's why I put up the question here. I have to make it clear that I am not trying to challenge your proposal. My objective was to make the thing clearer. BTW, am I still a committee member ?

I knew that the statement was not written by you (might be by a dirty old man).

In order to make the thing simple and aviod any discrimination, I suggest that the qualified pilot to be a person who could win the majority of our league races, and has a HK ID card (no matter how many stars). We should disregard other issue such as his race, religion, gender etc. Furthermore, the period he stays in HK is immaterial, provided that he could attend most of the league matches and win.

I am open to any suggestion, feel free to discuss here.

今個星期六晚開會如果人數不足法定人數,會流會開唔成啊,依家D飛友靜係顧住飛和比賽,幫手做會務的人越黎越少,過去幾次開會人數都嚴重不足,要臨時call友,長此以往個會會散架!唔該各位有心人仕入會幫幫手,搞番旺佢!清水灣新人也越黎越少,除了F3F外其他活動無人問津,委員想搞都有心無力,點算,唉! :cry: :cry: :cry: :x :x :x

無論如何今個星期六晚各位定要出席!
